In late 2001, UNTAET and the Second Transitional Government of Timor-Leste invited the International Legal Assistance Consortium (ILAC) to send an international team of experts to advise upon the implementation of five priority judicial/legal areas within the overall task of establishing a working system of justice.
ILAC observed several issues, including a general lack of resources, both human and material, throughout Timor-Leste. As well as the lack of a common language to perform effectively. Adding to a lack of direct communication between key officials, managers, and line representatives.
Based on these findings, ILAC provides recommendations in the report.
