The Independent Civil Society Mission to Libya was established by the Arab Organization for Human Rights (AOHR),1 in cooperation with the Palestinian Centre for Human Rights (PCHR),2 who provided additional expertise and professional experience. The International Legal Assistance Consortium (ILAC)3 subsequently joined the mission, providing further international expertise and insight. The Mission was established in response to allegations of widespread violations of international law, including international human rights law, international humanitarian law, and international criminal law, committed in Libya since 15 February 2011, and in light of the State’s current transition away from authoritarian rule.

This report is the result of a visit to Afghanistan 11 – 20 February 2003 at the invitation of the EU Special Representative to Afghanistan, Mr. Francesc Vendrell. At the request of the Head of the United Nations Mission in Liberia (UNMIL), Special Representative of the Secretary General (SRSG) Jacques Paul Klein, the International Legal Assistance Consortium (ILAC) conducted the first post-conflict assessment of the Liberian judicial system. This Report summarises ILAC’s findings. In accordance with the terms of reference provided by the SRSG, this Report makes recommendations for the immediate re- establishment of two criminal courts in the capital, Monrovia, and for the short, medium and long term reconstruction of Liberia’s legal system.

In October 2009, the International Bar Association’s Human Rights Institute (IBAHRI) and the International Legal Assistance Consortium (ILAC) undertook a needs-assessment mission to Kenya in order to examine the current functioning of the judicial system and to identify and prioritise ways in which support might be provided to the ongoing process of justice sector reform. The delegation consulted widely, holding a total of 35 meetings with government officials, members of the judiciary, lawyers and lawyers’ organisations, legal academics, international and regional donor organisations and representatives of civil society.
