The Independent Civil Society Mission to Libya was established by the Arab Organization for Human Rights (AOHR),1 in cooperation with the Palestinian Centre for Human Rights (PCHR),2 who provided additional expertise and professional experience. The International Legal Assistance Consortium (ILAC)3 subsequently joined the mission, providing further international expertise and insight. The Mission was established in response to allegations of widespread violations of international law, including international human rights law, international humanitarian law, and international criminal law, committed in Libya since 15 February 2011, and in light of the State’s current transition away from authoritarian rule.

In late 2001, UNTAET and the Second Transitional Government of East Timor invited the International Legal Assistance Consortium (ILAC) to send an international team of experts to advise upon the implementation of five priority judicial/legal areas within the overall task of establishing a working system of justice.

This report is the result of a visit to Afghanistan 11 – 20 February 2003 at the invitation of the EU Special Representative to Afghanistan, Mr. Francesc Vendrell. The purpose of the visit was to explore if the recently initiated judicial reform work would offer any opportunities for involving ILAC ́s member organisations in the implementation of reform projects.

At the request of the Head of the United Nations Mission in Liberia (UNMIL), Special Representative of the Secretary General (SRSG) Jacques Paul Klein, the International Legal Assistance Consortium (ILAC) conducted the first post-conflict assessment of the Liberian judicial system. This Report summarises ILAC’s findings. In accordance with the terms of reference provided by the SRSG, this Report makes recommendations for the immediate re- establishment of two criminal courts in the capital, Monrovia, and for the short, medium and long term reconstruction of Liberia’s legal system.

Le présent rapport préliminaire expose les premiers résultats de la mission conduite par l'International Legal Assistance Consortium (ILAC) au Royaume du Maroc, du 23 janvier au 3 février 2006, à l'invitation du Comité contre le terrorisme de la Présidence de l'Union Européenne (COTER).
Cette mission se place dans le cadre de l'appel à manifestation d'intérêt lancé par la Présidence de l'Union européenne le 6 juillet 2005 auprès des Etats membres. La Suède, avec le soutien de la France et de la Commission européenne s'est engagée à mettre en place un programme de formation judiciaire dans le domaine la lutte contre le terrorisme au Maroc.

Le présent rapport expose les premiers résultats de la mission conduite par l’International Legal Assistance Consortium (ILAC) en République démocratique et populaire d’Algérie, du 9 juin au 16 juin 2006, à l’invitation du Comité contre le terrorisme de la Présidence de l’Union européenne (COTER).
Cette mission se place dans le cadre de l’appel à manifestation d’intérêt lancé par la Présidence de l’Union Européenne le 6 juillet 2005 auprès des Etats membres. La Suède, avec le soutien de la France, de l ́Allemagne et de la Commission européenne s’est engagée à mettre en place un programme de formation judiciaire dans le domaine de la lutte contre le terrorisme en République démocratique et populaire d'Algérie.

Rebuilding courts and trust: An assessment of the needs of the justice system in the Democratic Republic of Congo

In October 2009, the International Bar Association’s Human Rights Institute (IBAHRI) and the International Legal Assistance Consortium (ILAC) undertook a needs-assessment mission to Kenya in order to examine the current functioning of the judicial system and to identify and prioritise ways in which support might be provided to the ongoing process of justice sector reform. The delegation consulted widely, holding a total of 35 meetings with government officials, members of the judiciary, lawyers and lawyers’ organisations, legal academics, international and regional donor organisations and representatives of civil society.
