William D. Meyer is a member of Hutchinson Black and Cook, LLC in Boulder, Colorado. He graduated magna cum laude from the University of Michigan Law School, where he served as a Note and Comment Editor on the Michigan Law Review. From 1973-75, he served as law clerk to Honorable John W. Oliver, United States District Judge for the Western District of Missouri.
Mr. Meyer has practiced law in Boulder since 1975, specializing in complex civil and intellectual property litigation. He is a former chair of the International Law Committee of the Colorado Bar Association, and has been admitted to membership in the American Bar Foundation, the American Board of Trial Advocates, and the Faculty of Federal Advocates.
In September 1991, Mr. Meyer was named as the first CEELI liaison, serving for one year in Sofia, Bulgaria. Since 1992, he has served as a member of the CEELI Advisory Board, and has been actively involved in ABA projects in Albania, Algeria, Armenia, Bahrain, Cambodia, Lithuania, Macedonia, Montenegro, Russia, Slovakia, Ukraine, and Yemen. In 1999-2000, Mr. Meyer served as the initial Executive Director of the CEELI Institute in Prague. In 2004, he was honored with the CEELI Volunteer Award.
In addition to CEELI and the ABA, Mr. Meyer has worked with a variety of other groups concerned with the rule of law in transitional societies. In 2002, he served as an advisor for the IBA to the Law Society of Kenya. At the request of Justice Sandra Day O’Connor, in September 2003, Mr. Meyer served on the U.S. delegation to the Arab Judicial Forum in Manama, where he also assisted with training in constitutional issues for a diverse group of Iraqi civic leaders. Mr. Meyer also participated in the creation of the International Legal Assistance Consortium based in Stockholm, Sweden, and served as a member of the Executive Committee of that organization.
