Structure
ILAC is a non-profit organization headquartered in Stockholm, Sweden and registered under Swedish Law.
ILAC is an umbrella organization for associations of legal and human rights experts. The membership is constantly growing. In 2009, ILAC has 43 member organizations representing over 3 million judges, prosecutors, lawyers and academics world wide.
Membership in ILAC is open to non-governmental organizations and other organizations interested in promoting the rule of law, including but not limited to:
(i) National, regional and international Bar associations, and similar organizations; and
(ii) Human Rights organizations.
Membership in ILAC is also open to individuals with relevant experience or interest in promoting the rule of law. The Executive Committee reviews qualified organizations and individuals for membership and make recommendations to the Council.
The business and affairs of ILAC are managed by or under the direction of a governing body of persons designated as the ILAC Council. Members of the Council are appointed by the Annual General Meeting. All members may attend and participate in ILAC's Annual General Meeting.
The Council shall be composed of twenty-one members. The Council elects an Executive Committee consisting of not more than five persons, including the Executive Director and the Chairperson.
The ILAC Head Office in Stockholm consists of the Executive Director, the Deputy Director, the Administrator and secretarial staff. The work of the Stockholm Office is mainly to initiate projects, coordinate member activities, raise funds and to liaise with international organizations, governments and NGOs.
The first By-Laws of ILAC were adopted at the Extraordinary General Meeting in Stockholm in July 2002. The By-Laws have then been revised at Annual General Meetings in 2004, 2005, 2006, 2009 and 2010.
